In a knowledge-driven global economy, applied education and research are critical drivers of competitive advantages. This panel explores how Germany and China leverage their academia-industry ecosystems to accelerate innovation, strengthen talent pipelines, and drive economic resilience. The discussion centres on three critical dimensions: building effective university-industry partnerships that integrate talent development and research; mobilising applied research for breakthrough innovation in competitive sectors; and identifying best practices and effective collaborative frameworks in Germany and China. Panellists will examine how applied education and research models successfully translate across cultural contexts, how strategic internationalisation enriches and amplifies innovation impact, and how these proven models can inform Hong Kong’s development of universities of applied sciences. As Hong Kong advances its ambition to become a high end talent hub under the National 15th Five Year Plan, universities of applied sciences (UAS) play a pivotal role in bridging vocational and professional education with industry and societal needs. This panel examines how academic–industry–government collaboration can accelerate applied education and VPET initiatives, with a particular focus on technology enabled healthcare, digital health, and interdisciplinary talent development. Drawing on Tung Wah College’s transition from healthcare excellence toward technology enhanced industry leadership, the discussion will explore co development of industry aligned curricula, work integrated learning, practice based research, and lifelong learning pathways such as micro credentials and AI focused professional programmes. Panelists will share insights on translating applied research into real world impact, aligning education with policy priorities, and building sustainable talent pipelines across healthcare, social services, and emerging technology sectors. The session aims to provide actionable perspectives for strengthening Hong Kong’s UAS driven VPET ecosystem through cross sector collaboration.

Triple Helix In Action: Co-Designing Future-Ready Skills For Impactful Applied Education and UAS Ecosystem
Hosted by Technological and Higher Education Institute of Hong Kong
This theme captures the “Triple Helix” model of collaboration that emphasises inter-connected roles of academia, industry, and Government in driving innovation through applied education and VPET initiatives by merging academic rigor, industrial relevance, and Government support. It naturally brings in coherent dialogue and conversation: academia as knowledge hubs; industry as practice and technology owners; and Government as ecosystem curator and regulator. Some key questions will be addressed: curriculum alignment and innovation with industry needs and industry-embedded learning experience, Government roles in policy frameworks, funding opportunities, and incentive schemes to support partnerships; potential challenges to sustain long-term collaboration such as IP issues, data sharing; work-based projects directly address industry needs and skill gaps; work-integrated learning (WIL); and real-world problem-solving. Successful examples, good practices, and case studies from different contexts will be disseminated. Panel can foster actionable plans, such as new initiatives, policies, and collaboration formats, leading to efficient knowledge exchange and societal impact in applied education and UAS ecosystem.

About the Alliance of Universities of Applied Sciences
The Alliance of Universities of Applied Sciences was officially launched on 11 November 2024, with the support of a HK$100 million start-up fund from the Hong Kong Government.
The Alliance aims to promote vocational and professional education and training (VPET) development in Hong Kong through collaboration among universities of applied sciences, industry partners, and government stakeholders. It seeks to strengthen Hong Kong's position as an international post-secondary education hub and to nurture applied talent equipped with practical knowledge and skills.
The Alliance currently comprises four founding member institutions: Hong Kong Metropolitan University (HKMU) and Saint Francis University (SFU) as full members, and Tung Wah College (TWC) and the Technological and Higher Education Institute of Hong Kong (THEi) as associate members. The Alliance is supported by over 80 organisations, including leading chambers of commerce, industry associations, professional bodies, and educational institutions.
